Hmm, that's a tough one all right. With ele's in their current state, my answer would be "no."
Ele's today can be played a lot like touch rangers except that they're using nukes that heal them instead of touch skills, and their energy management makes them invincible instead of saccing 20%.
Take Immolate cast through Aura, Attunement and Glyph of Restoration with 16 Fire + 13 Energy Storage. It costs 5 energy (you get 4+1 back), you do 121 damage (79+42 burn) and heal yourself for 178. That's just your basic nuke.
In short, it's going to be very tough, but it's a team game so why not concentrate on that if you can't solo them? If you had a melee team mate you could try Rt/E Glyph of Renewal + Warmonger's Weapon together with Ice+Tenai's Prison for instance... and if your aim is just survival then you might try Rt/Me Sentry's insignias with Elemental Resistance and Power Drain.

Quite so, honestly killing Elementalists doesn't work out for me. I've tried dozens of variants and am still working it out... I'll probably get on the right direction in a week or so. However, my best friend and I (He plays a Warrior) take care of business together against any casters, between me and his hammer. There isn't much contest.
Just remember Ritualists don't really fit the bill for 1v1 roles at the moment. We're pretty much support, which is NOT a bad thing in the slightest. Matter in fact, because of us we can make some scary builds if you coordinate with other players.

I've never had trouble killing eles in 1v1.
What I do is bring a spirit build with dissonance, pain, bloodsong, and use Spirit Twist to cast dissonance quickly when the ele is in range. While he's having fun being interrupted on every spell, pain, bloodsong, disenchant or whatever else I brought is cast and he dies in 3-5 seconds. Works on monks who don't know how to stick to healing too.
Rangers, on the other hand...

I love these 1 on 1 questions, reminiscent of my WoW days. PvP shouldn't be about 1 on 1, unless you're scrubbing PUG.
No game with different character classes and abilities can be balanced around 1v1. Come on, already. PvP is about team, not solo.

See, I never had a problem with Rangers just by holding onto Weapon of Remedy... =P
